Here is a statement from The Official Dragonball GT Website:

The first round of our "Be A Star" contest is over and we have selected a winner from the batch of entries that made it for the first deadline, which was March 10. This was no easy task and the entries were judged on the following merits: originality, best voice, personality and accuracy.
Congratulations go out to Christopher and Charles from Indianapolis! They are our first winners in the "Be a Star" contest. They sent in a very unique production that will be featured as a DVD extra on Dragon Ball GT Ramification. This DVD is scheduled to hit the streets in the middle of July.
